House of Reps Advances Bill to Convert Michael Okpara University into Conventional Institution

The House of Representatives has taken a major step toward transforming Michael Okpara University of Agriculture, Umudike, into a conventional university, as lawmakers on Thursday passed a bill for its second reading.

The proposed legislation, titled A Bill for an Act to Establish the Michael Okpara University, Umudike, to Make Comprehensive Provisions for its Due Management and Administration and for Related Matters, was sponsored by the Deputy Speaker, Rt. Hon. Benjamin Kalu, alongside six other lawmakers.

Leading the debate, co-sponsor Hon. Kelechi Nwogu emphasized that the university, established in 1992 under the Federal Universities of Agriculture Act, has played a pivotal role in advancing agricultural education. However, he argued that transitioning to a conventional university would significantly broaden its academic reach and research capabilities.

A New Vision for Michael Okpara University

Hon. Nwogu outlined the numerous benefits of expanding the institution’s mandate, stating that a conventional university status would facilitate interdisciplinary collaboration between agriculture and other critical fields such as engineering, health sciences, and social sciences.

“Integrating agricultural studies with engineering could lead to innovations in mechanized farming, while partnerships with health sciences could drive advancements in nutritional science and food security,” he explained.

The lawmaker further noted that this transformation would attract a more diverse student population and allow the university to introduce programs in Arts, Medicine, Law, and the Humanities. By offering courses in emerging fields like artificial intelligence, biotechnology, and environmental sciences, the institution could better equip students for the demands of an evolving global economy.

Enhanced Research, Funding, and Recognition

Expanding the university’s academic offerings is expected to open doors to increased funding opportunities. “Conventional universities have access to a wider range of grants and research funding beyond agriculture, including technology, medicine, and social sciences,” Nwogu stated.

Additionally, he highlighted that the transition could elevate the university’s global and local rankings, enhancing its reputation as a leading center for higher education in Nigeria.

Following a voice vote presided over by Deputy Speaker Benjamin Kalu, the bill was passed and referred to the Committee on University Education for further legislative action.

If enacted, this legislation could mark a significant turning point for Michael Okpara University, positioning it as a multidisciplinary institution capable of addressing Nigeria’s broader educational and developmental challenges.
