Anambra Enacts Homeland Security Law, Criminalizes Wealth Rituals and Security Attacks

The Anambra State government has enacted the Homeland Security Law, 2025, prescribing strict penalties, including a six-year jail terminal and a ₦20 million fine, for individuals involved in wealth rituals and other supernatural practices linked to criminal activities.

The law, passed in early 2025, is part of Governor Charles Chukwuma Soludo’s strategy to enhance security, protect residents, and foster a business-friendly environment in the state.

The legislation criminalizes administering charms for accumulating wealth through supernatural means, as well as using such practices to facilitate offenses.

According to the law, any individual practicing Okite, Ezenwanyi, or similar acts in a way that promotes illegal wealth accumulation faces imprisonment or a hefty fine.

It also targets property owners, landlords, and hotel operators who harbor criminals, enforce rituals, or allow banditry-related activities on their premises.

Additionally, individuals who assault, intimidate, or obstruct the State Internal Security (Agunechemba), Supervisory Committees, or other security operatives while performing their duties are liable for prosecution under the new law.

The Homeland Security Law, 2025 officially repeals the Anambra State Group Vigilante Law, 2014, signaling a more structured approach to law enforcement in the state.

Authorities have urged residents and businesses to comply with the law, emphasizing that it was enacted in response to rising criminal activities and the need for a safer society.
